Council for development strategy and investment

The Development and Investment Strategy Council under the Nizhny Novgorod Region Governor was established in July 2018.

The Council is a permanent collegial advisory body created to coordinate the actions of the executive authorities of the Nizhny Novgorod Region, territorial bodies of federal executive authorities and other organizations, regardless of their organizational and legal form, in order to develop and implement the Social and Economic Development Strategy of the Nizhny Novgorod Region until 2035, the creation of a favorable investment climate in the Nizhny Novgorod Region.

 

The Council is headed by the Chairman – the Governor of the Nizhny Novgorod Region. The Council includes representatives of state authorities of the Nizhny Novgorod Region, territorial bodies of federal executive authorities, financial and public organizations, representatives of the Nizhny Novgorod Region Development Corporation. The Council has a presidium.

Main objectives of the Council are:
  • Implementation of interagency cooperation on the adjustment, development and implementation of the Strategy for the pursuance of certain priorities, goals and objectives of the social and economic development of the Nizhny Novgorod Region

 

  • Preparation of proposals on the social and economic development and investment attraction

 

  • Development of consolidated measures aimed at the creation of a new economic potential to ensure the sustainable development of the Nizhny Novgorod Region and social stability, as well as measures aimed at: 

 

- the rapid development of high-tech sectors of the economy; 
- technological development (digitalization, green economy); 
- import substitution; 
- creating of a favorable investment and business climate; 
- development of transport, energy and telecommunications infrastructure; 
- development of the economic potential of the territories, the creation of new “growth points” in cities and districts of the Nizhny Novgorod Region; 
- stimulation of energy and resource conservation in the real sector of economy, improving the energy efficiency of the utility and public sector; 
- spatial development of the Nizhny Novgorod Region; 
- creation of new regional development institutions; 
- improvement of the efficiency of public investments; 
- pursuance of an active policy for the development of the economy of single-industry towns.

 

  • Development of recommendations on state support of investment processes and stimulation of investment activity in the Nizhny Novgorod Region

 

  • Consideration of the draft investment strategy, analysis of the progress and implementation of the investment strategy, preparation and consideration of proposals for its adjustment

 

  • Consideration and adjustment of the plan for the creation of investment and infrastructure facilities in the Nizhny Novgorod Region

 

  • Consideration and preparation of proposals on problems related to investment activities in the Nizhny Novgorod Region and problems arising from the implementation of investment projects in the Nizhny Novgorod Region, with the exception of land and property relations

 

  • Consideration and decision-making on increasing the efficiency of exhibition and congress activities in the Nizhny Novgorod Region

 

  • Consideration of applications from borrowers and the provision of collaterals from the collateral Foundation of the Nizhny Novgorod Region

Council for land and property relations

The Council for Land and Property Relations under the Government of the Nizhny Novgorod Region is authorized to consider issues related to the provision of land for construction.

 

The Council is a collegial deliberative body created to resolve land and property issues in the implementation of investment projects, public-private partnership projects, projects based on concession agreements, and the preservation and use of cultural heritage objects located in the Nizhny Novgorod Region.

 

The Council is headed by the Chairman – the minister of property and land relations of the Nizhny Novgorod Region. The Council is composed of heads of structural units of the Nizhny Novgorod Region Government, heads of territorial bodies of federal government authorities, heads of large municipalities and heads of leading enterprises in the region.

COUNCIL FUNCTIONS:
  • Making decisions on the possibility of providing land plots for the implementation of investment projects submitted for consideration

 

  • Decision-making on extending the terms of implementation of investment projects, on initiating consideration by local authorities of the issue of development of built-up areas

 

  • Making decisions on the possibility of transferring land and land plots located on the territory of the Nizhny Novgorod region from one category to another, assigning land or land plots to a certain category

 

  • Decision-making by results of consideration of offers on implementation of public-private partnership proposals on the conclusion of the concession agreement

 

  • Decision-making on issues of execution of decisions of the investment Council under the Governor of Nizhny Novgorod region and of the decisions of the working group of the investment Council under the Governor of Nizhny Novgorod region under implementation

 

  • Decision-making on the possibility of amending the agreement on implementation of investment projects in terms of changes in the volume of investment

 

  • Making decisions on granting an investment project the status of a social object in accordance with the Temporary methodology for calculating compensation for social, transport and engineering infrastructure costs

 

  • The statement "road map" implementation of the investment project, the consideration of issues related to amendments to the "road map" implementation of the investment project

 

  • Recommendations in the field of preservation and use of objects of cultural heritage located on the territory of Nizhny Novgorod region, etc.

Institute of Investment Commissioners

For more expeditious and effective work on the implementation of investment projects at the regional and local levels, the Institute of Investment Commissioners was established, which represents the executive authorities, local authorities, territorial bodies of federal authorities and natural monopolies.

Main goals:
  • Creating favorable conditions for attracting investment capital and implementing investment projects in the region

 

  • Creating an open information space in the implementation of investment activities in the region

 

Tasks of the Investment Commissioners:
  • Interaction with the executive authorities of the Nizhny Novgorod Region and the Nizhny Novgorod Region Development Corporation on investment issues

 

  • Assistance in eliminating administrative barriers from the side of administration when implementing investment projects

 

  • Clarification and consultation on municipal support for investment activities, guarantees for investors in the region

 

   

The Institution of Investment Commissioners reduces the time required to obtain approvals and permits due to daily monitoring and involvement in the project and, therefore, significantly reduce the time of project implementation.

Training of Investment Commissioners
November 15, 2023

On November 15, the VII module of the training program for investment commissioners of the Nizhny Novgorod Region "Investdriver" was held at the Corporate University of the Government of the Nizhny Novgorod Region (KUPNO).

 

The training was organized by the Nizhny Novgorod Region Development Corporation.

 

The central theme of the VII module was the introduction of a comprehensive support system for new investment projects at the municipal level (“Municipal Investment Standard”). Special attention was paid to organizing systematic work in the municipalities of the Nizhny Novgorod Region based on the introduction of a unified regulation for supporting investment projects on the "one-stop shop" principle, as well as investment profiling of municipalities as a development tool for the local business environment.

March 10, 2023

The VI module of the training program for investment representatives of the Nizhny Novgorod Region "Investdriver" was held in the Corporate University of the Government of the Nizhny Novgorod Region (KUPNO) on the 10th of March.

 

The organizer of the training program is Nizhny Novgorod Region Development Corporation. The partner of the event is National Research University Higher School of Economics – Nizhny Novgorod.

 

Program architecture:

  • Presentations of relevant authorities and organizations
  • Master class "Five tools of influence"

 

The sixth stage of training began with a plenary discussion on the problems and prospects for the economic development of the region and the country in modern conditions.

Also, deputy head of the Development Corporation Anton Garanin made a presentation on the current investment agenda in the region, and deputy minister of economic development Artur Batursky, who spoke about the regional investment standard 2.0, spoke for the investment representatives.

 

After that, the investment representatives took part in master classes on the development of communication and psychological skills from the leading teacher of the Global Coaching International University Anna Blinova.

November 25-26, 2021

The full-time part of the fifth training module for investment commissioners of the region representing executive authorities, local governments, territorial administrations of federal authorities and natural monopolies has taken place on the basis of the Corporate University of the Government of the Nizhny Novgorod Region on 25-26 of November. Also, public representatives of the Commissioner for the Protection of the Rights of Entrepreneurs in the Nizhny Novgorod region have been trained in order to jointly discuss with the investment authorities the implementation of control and supervisory activities in the region and increase its effectiveness for investors and entrepreneurs.

 

The full-time part has been preceded by online training with a duration of 2 weeks, aimed at deepening knowledge about microeconomic processes, psychology of communication, as well as improving negotiation skills.

 

The business part of the training program has included trainings and team business games aimed at developing professional skills, practice exchange sessions and lectures.

May 17-19, 2021

The fourth corporate training module of the investment commissioners who represent the executive branch of power, local authorities, territorial departments of federal authorities, and monopolies, was conducted online and offline on May 17-19, 2021.

 

The business section of the programme included trainings and seminars aimed at upgrading the professional level of the investment commissioners. The issues of the regional investment activities development were discussed in terms of the programme. Special attention was paid to an establishment of effective communications and development of professional skills of the investment commissioners.

At the end of the corporate training the participants were granted certificates of successful completion of the programme.

November 17-20, 2020

The Nizhny Novgorod Region Development Corporation organized the third module of the training program for investment commissioners, which was held on November 17-20, 2020 via the ZOOM app.

 

Institute of investment commissioners includes representatives of territorial departments of federal authorities, municipalities, regional executive authorities, and resource-supplying organizations.

 

The training was organized in 4 main areas (tracks):

 

  • Trends of investment activities

 

  • Development of soft skills

 

  • Analysis of investment activity in the region

 

  • Regional growth

 

Issues related to the development of investment activities in the region during the crisis and post-crisis periods were discussed. Special attention was paid to the introduction of new mechanisms for working with investors in modern conditions, building effective communications in the post-crisis period, as well as trends in the investment development of Russian regions. In addition, a simulator game on regional management "RegionSim" was organized, which allows to master the skills of integrated regional management.

 

Speakers of the training program were:

 

  • Kirill Ignatiev, Chairman of the Board of Directors of the Russian investments group of companies, head of the project "Technical progress and the economy of the future";

 

  • Dina Bratsberg, psychotherapist, coach, master practitioner of neuro-linguistic programming;

 

  • Natalia Zubarevich, chief research officer of the Russian Presidential Academy of National Economy and Public Administration under the President of the Russian Federation, specialist in regions` social and economic development;

 

  • Mikhail Kuznetsov, RegionSim project manager.

 

The survey among participants was conducted at the end of the event. The average score for the organization of the training program was 9.44 on a 10-point scale. Interest in the program materials was 9.5 on a 10-point scale. As a result, participants who completed the training were issued electronic certificates.

November 20-22, 2019

The second module of the training program for investment commissioners was held on November 20-22, 2019. 73 people from 82 took part in the training, 49 of them from local authorities of the Nizhny Novgorod region, 17 – from regional Executive authorities, 7 – from subjects of natural monopolies and resource – supplying organizations of the region.

 

The business part of the training program included trainings and seminars aimed at improving the professional level of investment commissioners.

 

The training was organized in 5 main directions (tracks):

  • Effective communication between government and business

 

  • Product development and presentation

 

  • Conflict management and emotional intelligence development

As a result of the training, a survey of participants was conducted (39 out of 73 people filled out the questionnaire), according to which the average score for the organization of the training program was 9.75 on a 10-point scale.

April 24-26, 2019

On April 24-26, 2019, at the Borsky Sports Center (Bor) the Nizhny Novgorod Region Development Corporation organized the 1st training program module for Investment Commissioners, which was attended by 76 people: 50 representatives of local authorities of the Nizhny Novgorod Region, 19 representatives of regional executive authorities, 7 representatives of natural monopolies and resource-supplying organizations of the region.

 

The training program is aimed at discussing the problems of building and developing a system of working with investors in the region. Particular attention is paid to the coordination of investment activities in the region, the optimization of processes to improve investment policies and support investment projects in the region, as well as monitoring the progress of investment projects. The program is considerably focused on the efficiency of the project approach applied to the process management and the development of team building skills.

 

The business part of the training program included the conduct of trainings and seminars aimed at improving the professional level of Investment Commissioners.

    The Mirror Check Register is a feedback mechanism for online obtaining an information from small and medium-sized business entities on the results of inspections and offences committed during their conduct, in order to compare them with the information contained in the Unified Check Register.

     

    The use of the mechanism ("mirror register") will allow the entrepreneur to leave a feedback on the results of the checking.  It is also possible to specify violations that, in the opinion of the entrepreneur, were made by the inspection bodies in the case of organizing and conducting the inspection with the response of the Prosecutor General's office of the Russian Federation and control and supervisory authorities to the detected offences.
