The “one-stop shop” in the region is the Nizhny Novgorod Region Development , which is authorized by the Nizhny Novgorod Region Government to attract investments and contact with investors.
Providing a “one-stop shop” for Russian and foreign investors, the Development Corporation helps companies to get all necessary information about possible support measures, to seek assistance in resolving emerging issues and attracting additional financing, to reduce the time and financial costs of an investor spent for creating an enterprise.
Support of investment projects on the “one-stop shop” principle allows the quick information and organizational assistance to investors and entrepreneurs.
The Development and Investment Strategy Council under the Nizhny Novgorod Region Governor was established in July 2018.
The Council is a permanent collegial advisory body created to coordinate the actions of the executive authorities of the Nizhny Novgorod Region, territorial bodies of federal executive authorities and other organizations, regardless of their organizational and legal form, in order to develop and implement the Social and Economic Development Strategy of the Nizhny Novgorod Region until 2035, the creation of a favorable investment climate in the Nizhny Novgorod Region.

The Council for Land and Property Relations under the Government of the Nizhny Novgorod Region is authorized to consider issues related to the provision of land for construction.
The Council is a collegial deliberative body created to resolve land and property issues in the implementation of investment projects, public-private partnership projects, projects based on concession agreements, and the preservation and use of cultural heritage objects located in the Nizhny Novgorod Region.
The Council is headed by the Chairman – the minister of property and land relations of the Nizhny Novgorod Region. The Council is composed of heads of structural units of the Nizhny Novgorod Region Government, heads of territorial bodies of federal government authorities, heads of large municipalities and heads of leading enterprises in the region.
In order to create a favorable investment climate in the Nizhny Novgorod Region in the interests of the business community, an advisory body has been established under the Governor of the Nizhny Novgorod Region to coordinate the implementation of major investment projects in the region - the Investors Club.
The goal of the Investors Club is to build effective interaction between public authorities of the Nizhny Novgorod Region and representatives of the business community.
The Club will include the largest industrial companies and enterprises of the Nizhny Novgorod Region.
For more expeditious and effective work on the implementation of investment projects at the regional and local levels, the Institute of Investment Commissioners was established, which represents the executive authorities, local authorities, territorial bodies of federal authorities and natural monopolies.
The Institution of Investment Commissioners will reduce the time required to obtain approvals and permits due to daily monitoring and involvement in the project and, therefore, significantly reduce the time of project implementation.
The Nizhny Novgorod Region Development Corporation organized the third module of the training program for investment commissioners, which was held on November 17-20, 2020 via the ZOOM app.

Issues related to the development of investment activities in the region during the crisis and post-crisis periods were discussed. Special attention was paid to the introduction of new mechanisms for working with investors in modern conditions, building effective communications in the post-crisis period, as well as trends in the investment development of Russian regions. In addition, a simulator game on regional management "RegionSim" was organized, which allows to master the skills of integrated regional management.

The survey among participants was conducted at the end of the event. The average score for the organization of the training program was 9.44 on a 10-point scale. Interest in the program materials was 9.5 on a 10-point scale. As a result, participants who completed the training were issued electronic certificates.
The second module of the training program for investment commissioners was held on November 20-22, 2019. 73 people from 82 took part in the training, 49 of them from local authorities of the Nizhny Novgorod region, 17 – from regional Executive authorities, 7 – from subjects of natural monopolies and resource – supplying organizations of the region.
The business part of the training program included trainings and seminars aimed at improving the professional level of investment commissioners.

As a result of the training, a survey of participants was conducted (39 out of 73 people filled out the questionnaire), according to which the average score for the organization of the training program was 9.75 on a 10-point scale.
On April 24-26, 2019, at the Borsky Sports Center (Bor) the Nizhny Novgorod Region Development Corporation organized the 1st training program module for Investment Commissioners, which was attended by 76 people: 50 representatives of local authorities of the Nizhny Novgorod Region, 19 representatives of regional executive authorities, 7 representatives of natural monopolies and resource-supplying organizations of the region.
The training program is aimed at discussing the problems of building and developing a system of working with investors in the region. Particular attention is paid to the coordination of investment activities in the region, the optimization of processes to improve investment policies and support investment projects in the region, as well as monitoring the progress of investment projects. The program is considerably focused on the efficiency of the project approach applied to the process management and the development of team building skills.
The business part of the training program included the conduct of trainings and seminars aimed at improving the professional level of Investment Commissioners.

The Industry Development Foundation was established at the initiative of the Ministry of Industry and Trade of the Russian Federation in order to modernize the Russian industry, to organize new enterprises and to achieve the import substitution.

The use of the mechanism ("mirror register") will allow the entrepreneur to leave a feedback on the results of the checking. It is also possible to specify violations that, in the opinion of the entrepreneur, were made by the inspection bodies in the case of organizing and conducting the inspection with the response of the Prosecutor General's office of the Russian Federation and control and supervisory authorities to the detected offences.
